The World Bank has published its Business Ready 2025 (B-READY) report, in which Azerbaijan was assessed for the first time and achieved outstanding results in the financial services sector.

Azerbaijan scored 87.2 out of a possible 100 points in the “Financial Services” component, ranking first among 101 countries included in the assessment.

The evaluation was conducted on a scale of 0 to 100 and was based on three sub-indicators: regulatory framework, public services, and operational efficiency. Azerbaijan scored 94.1 points in regulatory framework, 89.8 points in public services, and 77.5 points in operational efficiency.

It should be noted that the Business Ready report is an international comparative assessment initiative prepared by the World Bank. The report evaluates ten thematic areas related to the life cycle and market participation of businesses, including business establishment, operation (or expansion), and closure (or restructuring). Scores for each thematic area are determined based on the assessment of regulatory framework, public services, and operational efficiency. Financial services is one of the ten evaluated areas.

Published since 2024, the report covers the majority of global economies and provides a quantitative assessment of the business environment from the perspective of private sector development. The evaluation takes into account the regulatory environment, accessibility of public services designed for companies and markets, as well as the operational efficiency of those services.

The current report presents official business readiness data for 101 economies, with the World Bank planning to expand the assessment to 164 countries by the end of 2026.
